In a 46-page order, federal Judge Donald Molloy faulted the U.S. Forest Service for failing to comply with federal laws by approving the South Plateau project, which sought to authorize a network of clear-cuts, logging and prescribed fire across a 40,000-acre swath of the Custer Gallatin National Forest.
