More than two years ago, Montana strengthened its own laws regulating youth treatment programs after allegations of abuse and mistreatment. But the state continues to send children in its care to programs out of its jurisdiction, using Medicaid funds to do so, and there have been accusations of abuse and neglect against some Montana kids at those programs.
