The Land Board has approved the first major overhaul to the policy governing land swaps in more than 20 years. Proponents say it will reduce “unnecessary bureaucracy” and increase public input and transparency into the land exchange process. Opponents argued it will give wealthy landowners more of an opportunity to steer swaps in their favor.
